Ashes of Dr. Bhupen Hazarika immersed at Lohit
NAMSAI, Nov 13: Honouring the deep attachment of late Dr. Bhupen Hazarika with Arunachal Pradesh, the ashes of legendry icon was immersed at River Lohit at Parashuram Kund today at 1200 hrs amidst huge gathering.
The ashes were brought to the Parsuram Kund site by SDO, Sadia at around 11am.

Meanwhile, Chief Minister Nabam Tuki would be arriving the state capital tomorrow at 2 pm carrying the urn containing the ashes of Dr Hazarika, whose mortal remains were consigned to flames inside the Guwahati University campus on Wednesday.
The Assam government had consented to hand over the ashes following the request of Arunachal Pradesh Literary Society (APLS) that the cultural icon’s ashes be immersed in the major rivers of Arunachal Pradesh.
Meanwhile, a coordination meeting was held under the chairmanship of Chief Information Commissioner and APLS president Y D Thongchi at the State Museum today to chalk out programmes for paying tributes to Dr Hazarika after the arrival of the Urn containing his ashes at Itanagar.
The urn would be taken to JN State Museum in a decorated vehicle with ‘gayan and bayan’ from Naharlagun heliport.
After the arrival of the urn at JN State Museum at 3 pm, floral tribute will be paid to the portraits of Late Hazarika by the VIPs. The ashes would also be kept at State Museum on November 15 for the public to pay their homage.
State’s first celluloid film Meri Maa Mera Dharam will be screened while songs of the music maestro will be played at the venue. A Sarva Dharma prayer will also be organized involving heads of various religious groups at the venue.
The ashes would be sent to different places and immersed in important rivers, namely Siang, Subansiri, Kameng, Lohit, Tirap and especially in Dibang river as he was born at Bolung village on the bank of the river.

ALSU conducts 2nd phase of survey at Naharlagun & Nirjuli
ITANAGAR, Nov 13: In continuation of their movement against the menace of ‘Illegal land encroachment’ in Capital Complex, the Arunachal Law Students Union (ALSU) today completed its second phase of survey in Naharlagun and Nirjuli town. The cumulative assessment of the survey has revealed some startling facts and figures, which are beyond the expectations and imagination of team ALSU.
The menace of illegal encroachment of government land has gripped the entire denizens of capital complex. As witnessed in the first phase of the survey of around Itanagar area, the land encroachment menace in Naharlagun and Nirjuli was no different. The unchecked and rampant hazard has reached an epic proportion.
“ In a bid to occupy government land illegally, these erring citizens have completely demolished standing govt. quarters and buildings,” ALSU said in a release. “It was revealed during the survey that 80% allotees are govt employees and remaining 20% are people from other walks of life. ‘D’ Sector which used to house the leaders, bureaucrats and technocrats of the by gone era and once considered the posh locality in Naharlagun has completely transformed into a concrete jungle. The neglected Polo Park, of Naharlagun, is shrinking day by day because of rampant earth cutting by land encroachers,” the release said and demanded the administration to initiate strong measures immediately to control and prevent further destruction and encroachment of this historic and important landmark.
Team ALSU led by its Secretary General Romik Jagu and other executive members, has prepared a dossier of documents, consisting of video, photograph and other documentary evidences, which will be submitted along with a memorandum, to the Governor, the Chief Minister, Chief Secretary, Minister of Land Management & Housing etc.

AASSATA urges CM to release salary, arrears
ITANAGAR, Nov 13: The All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) has appealed to the Chief Minister Nabam Tuki to release the salary and arrears of teachers serving under SSA immediately.
Describing the hardships being faced by the teachers due to non release of their enhanced salary of the present month and arrears of the last six month, AASSATA urged the Chief Minister to release the state matching share of 10 per cent to get 90 percent share of central fund for early release of arrear cum salary.

ITANAGAR, Nov 13: The Dam Affected Peoples Forum (DAPF) of Siyom Bango has resented the notice issued by ADC Rumgong prohibiting participation of Govt. officials in public meeting.
While terming the order as very unfortunate and unjustified, DAPF demanded the ADC to either withdraw his public notice or tender public apology for the same immediately.
“The ADC should come out in open and let the people know the provisions of such law and procedure under which he had issued the notice,” it said.

Painting competition
ITANAGAR, Nov 13: Sanskar Bharati Arunachal Pradesh organized a school level painting competition for Doimukh area at Emchi Middle school, under the project Vision 2020 on Nov12.
Altogether 66 students from different schools of Doimukh participated in the competition. The competition was organized to select some talented child artists from the state to represent at the North East level mega event.
Top six students from the state will meet Mukhesh Khanna popularly known as Shaktiman and participate in 1100 metre painting to be painted by 1100 child artiste selected from 86 district of North East along with 100 senior artists of the country at Baal Kala Sangham 2011 in Guwahati on Dec 29 to 31.
ANYA team visits Mental Hospital
ITANAGAR, Nov 13: A team of All Nyishi Youth Association (ANYA), which visited the Mental Hospital Midpu, Doimukh to take stock of the present functioning of the hospital, claimed that no staff was found present during the team’s visit except the chowkidar from PWD department. It said that the out patient department (OPD) of the hospital was started from 2010.

Economic growth and rights of Children
A study by the HAQ-
It reveals that the economic growth of a state does not ensure rights of children.
As in most social sector indicators, Kerala tops the national child rights index, followed by Karnataka. Arunachal Pradesh is the worst performer in protecting the rights of children. One point that stands out in the indexing, the first of its kind in the country is that economic growth does not necessarily improve the wellbeing of children. Jharkhand is the only State whose economic status matches its child rights rank both standing at 17.
Kerala, which ranks first in the national child rights, stands ninth in its Gross Domestic Product (GDP) status, whereas Maharashtra, which ranks first in the GDP, is standing third in child rights. Maharashtra does badly in sex ratio and child marriage, which points to the lack of attention to children. Arunachal Pradesh has performed fairly well in sex ratio, child marriage and early childhood care.
The ranking has a regional pattern: four of the five best performing States Kerala,
Karnataka, Tamil Nadu, and Andhra Pradesh are from the southern region. On the other
hand, all the worst performing States are in the Northeast: Sikkim, Meghalaya, Manipur,
Nagaland and Arunachal Pradesh. In fact, of the five States falling in the not-

Give us more time
Dear Editor,
I would like to request the Arunachal Pradesh Public Service Commission to postpone the date of Mains exam. Although it is known to us that the APPSC is capable of conducting the civil service exam in the shortest time frame. Last year the APPSC broke the record of all the State public service commission in the country in conducting civil service exam in the shortest time frame. But here, the question is not about conducting the exam, that too, of civil service stature in the shortest possible period. The question is about the vastness of syllabus and the time that we have for preparation. For the Mains exam, the UPSC also provides a period of four months. And APPSC syllabus is same as that of the UPSC, then why this disparity? As the date earlier declared by the APPSC is a tentative, it can be extended, if necessary. The demand for postponement of exam by various other candidate is genuine.
Hence, I request the Arunachal Pradesh Public Service Commission to think over the matter and take a genuine decision for all the aspiring candidate.

Increase the incentives for IAS aspirants
Dear Editor,
I would like to pray the state govt. to increase the incentive for IAS aspirants of the state. The state govt provides a sum of Rs.30000 for those students who clear UPSC prelims & Rs.50000 thousands for clearing mains which is a very meagre amount in comparison to amount spent by the students in the course of their IAS preparation. Our students have to stay outside our state like Delhi in order to avail good study materials, coaching and guidance as the same are not available in the state. And the fees they spend in coaching institutes ranges from minimum Rs 1 to 2 lakhs. Moreover single room in Delhi cost Rs.5000 a month. Moreover the incentives provided by other states like Assam, Manipur, Kerala to their students are much higher than our states. With the sixth pay recommendation, if the salaries can be hiked in all sectors of the govt, why can't there be a little increase in incentives for students? So, I pray our state govt. to increase the incentives which will be of great help to the students and will boast their moral.

Facilities for tourists in Daporijo
Dear Editor,
I would like to appeal to the people of Daporijo to construct good tourist hotels as the town is blessed with lots of tourism potentials right from adventure tourism in Subansiri river, trekking, mountaineering, rock climbing, camping to rich tribal culture.
Moreover, the Dist Hq is connected to major tourist circuits; Itanagar-
Despite huge potentials for tourism in the district, it has not been fully utilized
mainly for two reasons-
Most tourists prefer good and clean hotels and due to lack of facilities, the place has failed to attract tourists.
If the inflows of the tourists are high, the economic condition of the citizens automatically improves. And many people can be employed in the sector if the tourist inflow is steady.
So I appeal to the people of Daporijo to construct good private hotels or Govt should come forward to construct good lodges for the greater interest of the tourists and for employment and income generations for unemployed youths of the state.

Make way for engineers
Dear Editor,
Apropos the article 'APESA Appeal' in your daily in which they called for banning of creation of engineering wings in non engineering departments, I would say that it like monopoly in business sector and it sounds ridiculous.
Let us think about the hundreds of unemployed engineers. If all the posts are filled by the working engineers, then what shall the ever increasing engineers with diploma and degree do? Shall these young engineers wait till those in job retire?
Therefore, the organization should relax the ban on creation of engineering wing/section in non engineering department and open atleast few employment opportunities to the 1000 Diploma/Degree unemployment engineers.

Cycling on our treacherous roads would be suicidal
Dear Editor,
All those who argue that high petrol prices will not affect the common man, I wish to point out that a vast section of the middle and lower middle class and the poorest of the poor depends on petrol for transport. A strong recommendation for using the bicycle is good but cycling on our treacherous roads would be suicidal.
Although the Centre does not put out numbers, conservative estimates suggest that half the excise duty collection in the country is from petroleum products.
In 2011-
Then, coupled with the government’s inability to keep its expenditure under control, there are massive leakages in direct and indirect tax collections and complete exemption of agricultural income from taxes. This explains the government’s unwillingness to cut taxes on petroleum products.
Petrol and Diesel are components of CPI basket. Increase in the price of any will certainly have a major effect on inflation. It will cause automatic and unprecedented rise in prices of all commodities in Arunachal Pradesh hitting hard the common people.

The peculiar ATM
Dear Editor,
In response to the letter with caption “Almost became one of the first street beggars” I would like to share with Vivek’s unfortunate experience in Daporijo Town.
The SBI ATM of Daporijo has been playing hide & seek with the people since its inception. Its service is unpredictable. It is something like tossing a coin: you need to depend on luck and chance for getting your own money from the ATM. Infact we need to pray before leaving for ATM booth! Sometimes, it remains defunct for months together due to the technical snag. Even they need to depend on technical person from Kolkata or Guwahati who take several days to arrive in Daporijo.
There is no dearth of Social/Political/Student leaders in the Daporijo Township.
In fact, for every five person there is one Social/Student leader. But who care for
common cause! Those so called leaders are hankering after easy money and name and
fame. They are interested only where the money is involved. They won’t get anything
by raising issues like non-
Solving ATM problem is not in the election manifesto. Then, why the political leader should bother about? He is not going to stand in the queue like us in the ATM booth.
Lastly, we would like to know from the SBI authority why your ATM is peculiarly behaving and when we could expect proper service from your end?

Let’s stop our arguments here
Dear Editor,
Apropos the letter of Byabang Joram published on November 7, I would like to clarify that I neither defended former chief minister Jarbom Gamlin nor showed any reservation over appointment of Nabam Tuki as chief minister.
The intention of my letter was to request the Congress leaders of the state not to play the same trick on Tuki as they did with Gamlin. Because, in the game of pushing and pulling, the ultimate sufferers are the common people.
Further, what actually I wanted to say was, unlike Union Territories, in a democratic set up like ours, the Centre, AICC chief or any party high commands cannot interfere in leadership change issue unless they get any indication from within the party leaders of the ruling party.
However, let’s bury our differenced here and appeal to all to extend full cooperation and support to the new chief minister for overall development of the state.
